ORDER OF THE BOARD (by J.D. Durnelle):

This matter comes before the Board upon a November 5, 1986

Complaint filed by Bill Aden, John Schroder, Velma Schroder, Joe

Kendall and Lamorn Morris, et al. against the City of Freeport.

This matter is accepted for hearing.

Additionally, the Board hereby joins the Illinois

Environmental Protection Agency (Agency) in this proceeding

pursuant to Section 103.121 and will designate the Agency as a

nominal Complainant. The Board cautions the citizen complainants

that this action does not affect the burden they have of proving

their case at hearing. Lastly, the Board notes that the Agency

may, if it so desires, file a motion seeking modification of this

alignment.
