    Additionally, the Board hereby joins
    the Illinois
    Environmental Protection Agency (Agency)
    in this proceeding
    pursuant to Section 103.121 and will designate
    the Agency as a
    nominal Complainant.
    The Board cautions Mr. Rydzenski that this
    action does not affect the burden
    she has of proving her case
    at
    hearing.
    Lastly,
    the Board
    notes that the Agency may,

    desires,

    a motion
