ORDER OF THE BOARD (by B. Forcade):
On March 12, 1987, the Illinois Department of Transportation
filed information it had received regarding an application for
permit from Wilmette Harbor Association, Inc.. On page one of
the attached data summary sheet regarding sediment analyses, the
chromium levels are listed as 69—84 mg/kg. The United States
Environmental Protection Agency’s “Guidelines for the Pollution
Classification of Great Lakes Harbor Sediments” defines any
sediment having a concentration of greater than 75 mg/kg as
heavily polluted. The information provided, to date, is
inadequate to support a conclusion that the levels of chromium
and other contaminants in the sediment will not cause pollution
upon disposal in the beach and nearshore areas.
The application for Board concurrence on this permit, when
filed, must provide more information to assure the Board that
disposal of the dredge material will not cause a violation of the
Environmental Protection Act or Board regulations or harm to the
environment. If additional information is not included in the
application, that application will be deemed incomplete.
