On September 10,
1986,
the Illinois Department of
Transportation (“IDOT”)
filed a request for permit concurrence.
This concerns a permit application filed by the Army Corps
of
Engineers seeking
to dredge material
from the navigation channel
at the entrance to Waukegan Harbor.
It would appear
the quantity
of material
involved
is 50,000 cubic yards and the open water
disposal location
is near the City of North Chicago public water
supply
intake.
On September
11, 1986, the Lake Michigan
Federation filed
an objection.
This matter will be set for hearing.
Prior
to hearing,
the
Army Corps or
IDOT are ordered
to file full and complete copies
of all documents listed
under
reference
in paragraph
6
of page
3
of the Report of Sampling and analysis of sediments collected in
March,
1986.
The Board specifically seeks all available
historical sampling and analysis data for sediments at or near
the area to be dredged.
At hearing, the participants will
be
expected
to address:
1.
The amounts and concentrations of pol—
lutants that may be made available for
water column transport during
the dredg-
ing operation and available methods to
prevent their
subsequent migration to the
Waukegan water
intake.
2.
The amounts and concentrations of p01—
lutants that may be made available for
water column transport during the open
water disposal operation and available
methods to prevent their
subsequent
migration to the City of North Chicago
water
intake.
