    to Section 9.1 of the Environmental Protection Act,
    the Board
    is required
    to adopt amendments “in substance
    identical”
    to the federal NESHAPS amendments.
    The Board will do
    so through incorporation by reference of the
    federal amendment as
    a peremptory amendment.
    The Board will also update the CFR
    reference
    to the 1985 edition.
