    ORDER OF THE BOARD

    This matter comes before the Board upon a September 15, 1986
    motion
    for continuance and for
    a special Board meeting filed on
    behalf of Richard Krohn.
    On July 31, 1986,
    the Board issued
    an
    order
    that hearing be held within 60 days.
    On or about August
    15,
    1986,
    the hearing officer appropriately set the hearing for
    September
    26 and 29, 1986.
    On or about September
    8,
    1986,
    the
    law firm representing Mr. Krohn
    scheduled the dates of September
    26 and 27, 1986,
    for moving its offices.
    Because of the move and
    because Krohn believes that this matter
    is close
    to being
    settled,
    Krohn requests that hearing be continued until October
    23 and 24.
    Krohn also alleges that the Illinois Environmental
    Protection Agency does not object
    to this request.
    Krohn’s motions are both hereby reluctantly granted.
    The
    Board will not, however, reschedule the hearings for
    a date
    certain since
    the motion contains no statement that the hearing
    officer
    is
    available
    on
    those
    dates
    or
    that
    a
    room
    is
    available
    for
    hearing
    at
    those
    times.
    Therefore,
    the
    Board
    orders
    that
    hearing be rescheduled within 30 days and held within
    60 days of
    the date of this order.
    The Board notes that given
    the timing of events set forth
    in
    Krohn’s motion,
    it appears that this motion could have been filed
    prior
    to the Board’s regularly scheduled Board meeting on
    September
    11, 1986.
    Had that been done,
    no special Board meeting
    would have been necessary.
    Special Board meetings are not
    favored, especially when they appear
    to have been avoidable.
