ANNOUNCEMENTS
After calling the meeting to order, Chairman Manning welcomed members of the public and
staff to the meeting. Chairman Manning then introduced recently appointed Board Member
William Marovitz and his secretary Christine Zachwiej. Board Member William Marovitz
abstained from voting on all items but cancellation of the July 18, 2002 Deliberative Session.
 
 
ROLL CALL
The Clerk of the Board called the roll. All Board Members answered present except for Board
Member Girard who was absent.

Minutes of the June 20, 2002 meeting were approved by a vote of 5-0.

administrative citation, finding it was improperly issued because of
contradictory instructions from the Illinois Environmental
Protection Agency.

settlement agreement in this administrative citation action involving
a Marshall County facility, the Board found respondent violated
Section 21(p)(1) of the Environmental Protection Act (Act) (415
ILCS 5/21(p)(1) (2000)) and ordered respondent to pay a civil
penalty of $1,500. The Board also granted the parties’ joint motion
to dismiss the alleged violations of Section 21(p)(4) and (p)(7) of
the Act (415 ILCS 5/21(p)(4), (p)(7) (2000)).
