    This matter comes before the Board
    on a November 12, 1987
    motion from the Illinois Environmental Protection Agency
    (Agency)
    to consolidate this regulatory proposal initiated by the City of
    Rock Island
    (Rock Island), R87—34, with
    a regulatory proposal
    of
    the City of East Moline
    (East Moline), R87—35.
    Each proposal
    concerns the public water supply treatment plant of the
    respective city.
    Rock Island filed a response on December 11,
    1987 in opposition
    to consolidation, as did East Moline on
    December
    11,
    1987.
    The Board denies the Agency’s motion
    to consolidate.
    Instead, the Board instructs the Hearing Officer,
    in consultation
    with Rock Island, East Moline and the Agency,
    to prepare
    appropriate orders that include, at
    a minimum, the following:
    1.
    Prior
    to
    hearing:
    East Moline and
    Rock
    Island
    shall
    submit
    their
    prepared
    testimony,
    and supporting
    data
    or
    other
    exhibits
    to the Agency and the Board by
    a
    date certain;
    the Agency shall submit any
    comments
    or
    questions
    as
    well
    as
    any
    exhibits
    to East Moline,
    Rock
    Island and
    the Board
    by
    a
    date certain; East Moline
    and
    Rock
    Island
    shall
    submit
    response
    comments
    to the Agency and the Board by a
    date
    certain.
    This
    pre—hearing
    comment
    procedure
    is intended to minimize hearing
    time, which
    shall
    be utilized
    as much
    as
    possible
    for
    follow—up
    questions,
    com-
    ments and exhibits;
    and
    2.
    The East Moline and
    Rock
    Island hearings
    shall
    be
    scheduled
    sequentially
    at
    the
    same location on
    the same hearing day
    if
    possible,
    but
    in
    no
    event
    exceed
    two
    consecutive
    hearing
    days
    without
    prior
    approval of the Board.

    The Board believes that the above procedure will alleviate
    the Agency’s concerns about administrative convenience, will more
    efficiently focus hearing time on any issues
    in dispute, will
    identify specific differences concerning the issues applicable
    to
    each city, and will allow the development of distinct records for
    review and any appeal.
