    1987 that the Village’s petition for variance
    should
    be denied.
    The motion for leave
    to file
    is
    granted.
    As
    the reply contains new factual
    information,
    the Board construes
    the reply
    to be
    an amended petition which restarts the 120 day
    time clock.
    The Board will,
    however, decide this matter
    as
    expeditiously
    as
    is practicable after
    its receipt from the Agency
    on
    or
    before November
    29,
    1987
    of either
    a)
    an amended
    Recommendation considering this additional
    information or
    b)
    notification
    that
    no amended Recommendation will
    be filed.
