    CONCURRING OPINION (by J. Marlin):
    I concur with the Board’s Order and Opinion in this matter.
    I agree with the Order and the finding regarding criterion #1.
    I am concerned that the Opinion not be interpreted as agreeing
    that a County is unlimited in its authority to establish
    procedures for hearing landfill applications. The trend in this
    area is toward ever more detailed and complex procedures and
    applications.
