PROPOSED AMMONIA STANDARDS AMENDMENTS
The DeKalb Sanitary District respectfully submits the following
comments and observations regarding the Illinois Association ofWastewaterAgencies’
proposed revisions to the Ammonia Nitrogen Water Quality Standards, currently before
the Board.
The USEPA’s
1999 Update of Water Quality Criteria for Ammonia was
published only after an
extensive review of the scientific literature. Upon releasing the
1999 update, USEPA
stated, “These criteria reflect the latest scientific knowledge on
the effects water pollutants have on the public health and welfare, aquatic life and
recreation. The 1999
update contains EPA’s most recent freshwater aquatic life criteria
for ammonia and supercedes all previous freshwater aquatic life ammonia criteria.
USEPA Administrator, Christine Todd Whitman acknowledges that the
foundation ofEPA’s work is sound
science and the EPA’s “...commitment
to the quality
and relevance ofscience is greater than everbefore.”
On May24,
2002, Ms.
Whitman
appointed a Science Advisor in order to
strengthen the role of science at the Agency.

The DeKalb Sanitary District believes that the IAWA petition represents
a sensible and scientifically based adaptation to the State ofIllinois ofthe USEPA’s
1999 Update ofAmbient Water Quality Criteria for Ammonia. This update represents
USEPA’s assessment of credible scientific data on the aquatic life toxicity of ammonia.
The DeKaIb Sanitary District recommends
that the Illinois Pollution Control Board
enact the Illinois Association ofWastewater Agencies’ petition so that the most
scientifically defensible water quality standards can be used to protect aquatic life in the
State ofIllinois.
The DeKaib Sanitary District is aware that the Illinois Pollution Control
Board did
authorize the Ammonia Rule for First Notice on June 6, 2002. Ifthis
ammonia issue progresses as we hope it will, the IEPA will need to develop their
methodologies on how the rule is to be
implemented and applied to the subject
dischargers in Illinois. The DeKalb SanitaryDistrict
is supportive ofthis action, and
encourages the Illinois Environmental Protection Agency to finalize implementation
methodologies.
