ORDER OF THE BOARD (by J. Anderson):

The Board will utilize this Docket to propose regulations

updating the Illinois RCRA hazardous waste regulations to

correspond with USEPA amendments during the period July 1 through

December 31, 1987. In addition, in R86—46 the Board passed over

non—substantive revisions to the chemical listings which appeared

at 51 Fed. Req. 28298, August 6, 1986. These may be picked up in

this Docket if USEPA has corrected the revisions.

In R87—26 the Board shifted from a quarterly to a semiannual

updating of the RCRA rules in anticipation of the Governor

signing H.B. 1867. This bill was subject to an amendatory veto

and failed to be adopted into law during the override session for

reasons unrelated to this provision. The Board will therefore

have to shift back to the quarterly update system. However, in

that the fourth quarter of 1987 is nearly over, the Board will

combine the third and fourth quarter updates into this Docket.

The Board will propose regulations for public comment in the

near future. This may have to await a valid base text, which

will become available upon completion of R87—26, which is

expected around January 1, 1988.
