I concur
 in this matter due
 to concerns about the
pretreatment issue.
 The Illinois Environmental Protection Agency
(“Agency”) had requested
 a condition
 in the variance
 to require
the City of South Beloit
 to participate
 in the Agency’s pre-
treatment program
 (Rec.
 February
 9,
 1987).
 That request preceded
the A~nendedVariance Petition of March
 9 and the hearing of March
11.
 The Board has not been informed
 as to whether
 the Agency’s
position on the pretreatment condition was changed by information
in
 the
 amended petition
 or produced
 at hearing.
 If the Agency
still believes the facts justify a variance condition requiring
pretreatment program participation, they should file
 for
reconsideration.
