    ORDER OF THE BOARD

    On August
    20,
    1987, the Minnesota Mining and Manufacturing
    Company
    (3M)
    filed
    a motion requesting
    an opportunity
    to appear
    before the Board.
    The Illinois Environmental Protection Agency
    (Agency)
    filed
    a response on August 27,
    1987,
    that the Board
    should strike or deny 3M’s motion.
    The basis
    for 3M’s motion
    is
    that as
    a consequence of
    3M’s recent amendment of
    its site—
    specific proposal at the close
    of the comment period,
    the Board
    may desire further
    factual development or explanation.
    3M
    alternatively requests
    a hearing,
    an informal hearing,
    a pre—
    hearing or
    an opportunity for oral argument.
    The Agency argues
    that
    it would
    be unfair to allow 3M an additional opportunity
    to
    present
    facts
    and arguments after
    the record has closed.
    3M’s motion
    is denied.
    The Board believes that the existing
    record
    is sufficient for reasoned decisionmaking and that the
    benefits
    to be gained
    by an additional hearing
    are limited and
    offset by the further delay
    that would
    result.
    The Board does
    not believe
    that an informal hearing
    or pre—hearing meeting would
    be appropriate.
    Additionally, while
    the Board does have the
    authority
    to entertain oral argument,
    this procedure
    is only
    utilized
    in extremely rare circumstances.
    The record adequately
    reflects the positions
    of the participants
    in this proceeding and
    needs
    no further elaboration at this
    time.
