    ORDER OF THE BOARD (by J.D. Dumelle):
    Petitioner seeks a 5—day provisional variance for two water
    treatment plants Spring Creek Plant and Sugar Creek Plant from
    bacteria effluent standards of 35 Ill. Adm. Code Section 304.121,
    while chlorination equipment is being repaired. The Illinois
    Environmental Protection Agency (Agency) has found that
    compliance with Section 304.121 would impose an arbitrary or
    unreasonable hardship on Petitioner. The Agency, therefore,
    recommends that Petitioner be granted a 5—day provisional
    variance. The Board hereby grants Petitioner a 5—day provisional
    variance from 35 111. Adm. Code Section 304.121 subject to the
    following conditions:
    1. Variance shall commence on the day each chlorination
    unit is removed from service and shall continue for 5
    day for each plant.
    2. Petitioner shall notify Patricia Lindsey of the
    Illinois Environmental Protection Agency (217) 782—
    9720 at least 24 hours prior to a chlorination unit
    being removed from service to begin the repair work.
    3. Petitioner shall follow—up the report with written
    notification to the Agency within five (5) days.
    4. Petitioner shall operate and maintain its plants so as
    to produce the best effluent practicable.
    5. Within 10 days of the date of this Order, Petitioner
    shall execute a Certificate of Acceptance and Agreement
    which shall be sent to:
