Petitioner
seeks a 45—day Provisional Variance
from the BOD
and TSS limitations set forth at 35
Ill.
Adm. Code 304.120
and
304.141(a).
The Illinois Environmental Protection Agency
(Agency) has found that compliance with Sections 304.120
and
304.141(a)
would impose an arbitrary or
unreasonable hardship and
recommends that Petitioner
be granted
the requested variance.
The Board hereby grants Petitioner
a 45—day Provisional Variance
until
March
7,
1988, subject
to
the
following
conditions:
a)
This variance shall
expire on March
8,
1988
or
until
debugging
of
the
new
biotreaters
has
been
completed,
whichever occurs first;
b)
Effluent discharge shall
be limited
to 60 mg/l BOD and
35 mg/i suspended solids as monthly averages.
Daily
maximums shall be 120 mg/i BOD and
70 mg/l
suspended
solids;
c)
During
this Provisional Variance, Petitioner
shall
operate
its wastewater treatment facility
so as to
produce the best effluent practicable.
Petitioner
shall
use temporary carbon filters as much as possible
to
improve
effluent
quality;
d)
Within
10
days
of
the
date
of
this
Order,
Petitioner
shall execute
and submit
a Certificate of Acceptance
and Agreement
to the following
address:
