ORDER OF THE BOARD (by J.D. Dumelle):
This matter comes before the Board upon Complainant’s 4otion
for Leave to File Supplemental Complaint dated November 23,
1987. Complainant seeks to enforce the terms of a Settlement
adopted by the Board on November 21, 1984, in PCB 83—5.
The Board is puzzled by Complainant’s attempts to enforce
the agreement of November 21, 1984 trirough the old proceedings.
It would seem that a new enforcement action either before this
Board or a circuit court would be the most expeditious avenue.
The Board requests that Complainant comment or otnerwise
explain tne use of the old proceedings as an enforcement vehicle,
as opposed to filing a new enforcement action in the circuit
courts or before the Board.
