    This matter comes before
    the Board on
    a Motion for
    Reconsideration
    filed by Viskase Corporation
    (Viskase) on
    February 11,
    1988.
    On February 24,
    1988, the Illinois
    Environmental Protection Agency
    (Agency)
    filed
    a Motion
    to Strike
    and Agency’s Response
    to Viskase’s motion.
    Specifically, Viskase requests the Board
    to reconsider
    its
    February
    4,
    1988 Order which proposed
    a rule for Second Notice.
    That proposed rule did not
    include
    an exemption from regulation
    for Viskase.
    Viskase claims that an exemption
    is warranted by
    the facts of the record.
    The Agency claims that Viskase’s motion
    is procedurally
    improper.
    Citing Section 103.240
    of the Board’s
    procedural
    rules,
    the Agency concludes that Viscase’s motion should be
    stricken since
    it
    is requesting reconsideration of
    a Second
    Notice Order which
    is not a “final order.”
    The Board has reviewed the substantive position of Viskase
    as presented
    in its motion.
    The Board
    finds that Viskase raises
    no new arguments which would persuade the Board
    to reconsider
    or
    vacate
    its Order of February
    4,
    1988.
    Viskase’s Motion
    for Reconsideration
    is denied.
    The
    Agency’s motion
    is moot.
