    ORDER OF THE BOARD
    (by J. Marlin):
    On June
    30, 1988, the Department
    of Army,
    Rock Island
    District, Army Corps of Engineers
    (Army),
    filed
    a
    rulemaking
    proposal concerning
    its dredging activities
    in the Illinois River
    Waterway.
    Accompanying that proposal was
    a motion to waive the
    200 signature requirement set forth by Section 28 of the Illinois
    Environmental Protection Act.
    The motion
    is granted,
    and this
    matter is accepted for hearing.
    In addition, Army requests that the Board delay scheduling a
    hearing
    to allow Army time to conduct further studies.
    The Board
    notes that its Order
    of September
    17,
    1987
    (PCB
    87—38), which
    granted Army variance from 35
    Ill. Adm. Code 304.105 as
    it
    applies
    to various water quality standards,
    conditioned that
    variance upon Army’s filing for site—specific relief by July
    1,
    1988.
    As a result,
    the Board instructs the Hearing Officer
    to
    schedule
    a hearing consistent with AL-my’s ability to proceed with
    this matter.
    As a final matter,
    army proposes amendments
    to 35
    Ill.
    Adm.
    Code 302, Water Quality Standards; however,
    the requested
    regulatory relief might be better classified as amendments to
    Part
    304, Effluent Standards.
    The Hearing Officer
    is directed
    to
    issue orders,
    as needed,
    so as
    to ensure that an appropriately
    drafted proposal
    is considered at hearing.
