    At Petitioner’s request,

    1988 issued
    an Order
    in this matter
    stating that the Board would allow incorporation by reference of
    all Board Opinions and Orders from prior proceeding PCB 86—223,
    but would require Petitioner to reproduce
    and file at least three
    copies of any other portions of the record
    of that proceeding.
    Petitioner’s Motion
    to File Exhibits appears
    to comport with that
    prior
    Board Order.
    For
    the foregoing reasons,
    the Board accepts the additional
    exhibits for filing and grants the Petitioner’s motion.
