    Today’s order closes Docket PCB 88—142
    and opens
    a new rule—making Docket R88—25
    for this proceeding.
    All filings
    in PCB 88—142 shall
    be subsumed into R88—25 and
    all further
    filings and papers shall now reference this docket as
    R88—25.
