    ORDER OF THE BOARD (by M. McFawn):
    The Illinois Environmental Protection Agency (Agency) issued a Clean Air Act Permit Program (CAAPP)
    permit on August 4, 2000, to Georgia-Pacific Tissue, L.L.C. (Georgia Pacific), for its facility located at 13101 South
    Pulaski Road, Alsip, Cook County, Illinois. On September 1, 2000, XCTC Limited Partnership (XCTC) filed a petition
    requesting the Board review certain provisions of the permit. XCTC represents that it submitted written comments to
    the Agency on the draft permit and attached a copy of the submittal to its permit appeal. Pursuant to Section 40.2(a)
    of the Act, the Board accepts XCTC’s permit appeal for hearing.
    On September 8, 2000, Georgia Pacific, the permitee, filed a petition requesting review of
    this CAAPP permit. The Board also accepts Georgia Pacific’s petition for hearing. On its own
    motion, the Board
     
    consolidates these two permit appeals for the purpose of hearings.
    Hearings shall be scheduled and completed in a timely manner pursuant to the applicable
    statutory decision deadline or as extended by waiver. The hearing officer must ensure that the
    Board decision can be reached within the statutory deadline in the earliest filed case. The
    assigned hearing officer shall inform the Clerk of the Board of the time and location of hearing at
    least 40 days in advance of hearing so that a 30-day public notice of hearing may be published.
    Unless otherwise ordered by the hearing officer, the Agency shall file the record of its review of
    the CAAPP permit application within 30 days after service of the petition. See 35 Ill. Adm. Code
    105.102(c)(7).
