    ORDER OF THE BOARD (by J.D. Durnelle):
    This matter comes before the Board upon receipt of a
    December 1, 1988 Joint. Motion For Stay filed by the parties.
    The motion requests stay of certain permit condition; and,
    simultaneously requests an order requiring performance of
    conditions VC2 and VH3.
    The motion is granted; the Board hereby stays performance of
    Condition No. 4 pending final resolution of this matter, and
    simultaneously requires performance of Permit Conditions VC2 and
    VH3 until September 29, 1989.
