    (Rulemaking - Water)
ORDER OF THE BOARD (by C.A. Manning):
On August 30, 2000, the Illinois Environmental Protection Agency (Agency) filed a rulemaking proposal
pursuant to Section 27 of the Environmental Protection Act (Act) (415 ILCS 5/27) (1998)) to amend the Board’s
existing nondegradation rule at 35 Ill. Adm. Code 302.105. The Agency’s proposed amendments would change the
program name to “antidegradation” consistent with federal regulatory changes. New rules are proposed regarding
outstanding resource waters (35 Ill.Adm. Code (303.205-06)) as well as new procedural rules for outstanding
resource water determinations (35 Ill. Adm. Code 101. Subpart L).
The Board finds that the petition meets the minimum requirements of 35 Ill. Adm. Code 102.160(a) and
accordingly accepts this proposal for hearing. We hereby direct the hearing officer assigned to this matter to
schedule hearings as required pursuant to Title VII of the Act.
    IT IS SO ORDERED.
I, Dorothy M. Gunn, Clerk of the Illinois Pollution Control Board, hereby certify that the above order was
adopted on the 7th day of September 2000 by a vote of 7-0.
    Dorothy M. Gunn, Clerk
    Illinois Pollution Control Board
