OPINION AND ORDER OF THE BOARD

On June
7,
1990, the Board proposed for First Notice this site
specific relief from the Board’s phosphorus rules for the City of
Panats wastewater treatment plant.

in the Illinois Register on July
13,
1990

The public comment period
expired August
27,
1990,
45 days after publication.
On August
20,
1990 the Illinois Department
of Commerce and
Community
Affairs
filed
a
copy of the Small
Business Assistance
Bureau’s
Impact
Analysis
of
the
proposed
rule.
The
analysis
concluded
that
the
rule
would
have
no
impact
on
the
small
businesses
in the State of Illinois.
No other public comments were
received.
No changes were made to the rule as proposed.
The Board
now
proceeds
to
Second
Notice
publication
of
the
proposed
rulemaking.
ORDER
The Board proposes the following site specific rule for Second
Notice,
which
is
to
be
filed
with
the
Joint
Committee
on
Administrative Rules.

The general
effluent standard
for phos~phorus as

Instead these discharges shall comply
with an effluent limitation of 2.8 mg/l phosphorus as P as measured
at the point of discharge.
