    This matter comes before the Board on Citizens Utilities
    (“Citizens”)
    motion to reconsider
    filed on August
    3,
    1990.
    This
    has been a protracted proceeding which started nearly a decade
    ago.
    The appellate court remanded our initial decision and
    required the Board to make an economic finding pursuant
    to
    Section
    27(b)
    of the Illinois Environmental Protection Act.
    We
    did so on July 3,
    1990 and now Citizens urges our
    reconsideration.
    The Board denies this motion and stands by its July
    3,
    1990
    Opinion and Order.
    With the exception of land values and
    aesthetics,
    Citizens makes no new arguments.~ The Board notes
    that these issues are contained within the record.
    Therefore,
    the Board’s consideration of these legitimate issues was not
    erroneous.
    Accordingly,
    Citizens motion for reconsideration
    is
    denied.
    Board Member Ron Flemal abstained.
