    proper service in this cause as required by statute.”
    The Board hereby
    grants
    the Agency’s motion
    to
    vacate
    the
    default order and withdraw the complaint.
    This order renders
    as
    moot the Respondent’s Petition of December
    4,
    1989.
    This matter
    is dismissed.
