reason for concurring

is that

I agree with the outcome.

M Wrecking Co. should be dismissed because the primary offenders were

the two men burning wire.

Those men should have been cited instead

of G

&

M.

I do not agree with the majority’s language on open dumping.

Someone had to dump the wire in order for

it to be burned.

That

is

open dumping.

For these

reasons,
