    By this Order,
    the Board dismisses Docket R85—27.
    The record of the proceedings
    in this Docket R85—27 has been
    incorporated into the Board’s newly titled R89—13
    First Notice
    Opinion and Order adopted this same day, and which
    is attached
    and incorporated by reference herein.
    The Board recommends that
    this instant Order
    be read in conjunction with the Board’s
    Opinion
    in R89—13.
    The Board has been provided a regulatory proposal by its
    Scientific and Technical Section
    (STS)
    as directed by the Board’s
    Interim Order of April
    7,
    1988
    in this docket.
    Although the STS
    has not been able
    to finalize the proposal due
    to press of time
    and other considerations, there appears
    to be no purpose in
    insisting upon such
    a final recommendation in view of today
    Board’s action
    in developing
    its own proposal
    in Docket R89-l3.
    Accordingly, the Board herein discharges
    the STS from further
    obligations under
    its Interim Order of April
    7,
    1988,
    including
    those relating
    to ex parte restrictions.
    Today’s action should make clear
    that the Board has
    fashioned its proposal
    in R89—13, after
    evaluating the R85—27
    record of the draft STS recommendations and the record developed
    to date, pursuant
    to Title VII of the Act.
