    This matter comes before the Board upon a letter filed by the
    City of Havana on October
    4,
    1989 which the Board construes
    as
    a
    Motion for Board Comment.
    In its motion the City of Havana states
    that “a prerequisite to the City of Havana acquiring
    a compliance
    grant
    for
    the
    proposed
    compliance
    project
    is
    to
    update
    their
    compliance schedule.
    A revised compliance)
    schedule has been sent
    to the IEPA and they will not approve the grant application until
    the
    Board) has commented on the revised schedule.”
    The Board fails to understand why it would be required to take
    action
    in
    this
    rulemaking
    on
    the
    City’s
    updated
    compliance
    schedule.
    In light
    of the City of Havana’s letter which opines
    that the Board
    is in some manner delaying the City’s ability
    to
    acquire
    a
    compliance
    grant
    from
    the
    Agency,
    the
    Board
    hereby
    directs the Agency to respond and comment within
    10 days of this
    Order
    on the City of Havana’s letter dated September
    7,
    1989 and
    filed with the Board on October
    4,
    1989.
