ORDER OF THE BOARD (by J.

Marlin):

This matter comes before the Board upon

a motion

to

consolidate filed by the respondent, Waste Hauling,

Inc.,

on

October

5,

1989.

Waste Hauling requests that the Board

consolidate the two above-captioned administrative citations

for

purposes of hearing.

Due

to the potential confusion that may result in

consolidating these two separate administrative citations,

the

Board declines

to consolidate them for hearing.

However, the

Board does agree with respondent

that the interest

of the parties

are best served when multiple hearings and the additional

expenses attendant thereto are avoided.

To that extent,

the

Board will reassign these two cases

to one hearing officer

to

handle both hearings.

The Board directs

the hearing officer

to

schedule these hearings consecutively at

the

sante location to the

extent that

is possible.

Each proceeding should b~transcribed

separately and the record should be fully developed

in each.
