    ORDER OF THE BOARD (by G.T. Girard):
    On
    June 6
    , 2000, the Illinois Environmental Protection Agency (Agency) and petitioner filed a request for
    extension of the 35-day appeal period pursuant to Section 40 of the Environmental Protection Act (415 ILCS
    5/40(a)(1) (1998)). On July 31, 2000, the Board received petitioner’s request that the Board review certain provisions
    of the Clean Air Act Permit Program (CAAPP) permit that the Agency issued on May 2, 2000, to General Motors
    Corporation, Electro-Motive Division, for its facility located at 9301 West 55th Street, McCook, Cook County, Illinois.
    The Board accepts this matter for hearing.
    The petition for review was accompanied by a motion to allow an out-of-state attorney to appear
    pro hac
    vice
    on behalf of petitioner. Attorney Shannon S. Broome, requests that she be allowed to appear before the Board
    on behalf of petitioner. Broome states that she is an attorney in good standing in the State of California. The Board
    grants the motion to appear
    pro hac vice
    .
    Hearings shall be scheduled and completed in a timely manner pursuant to the applicable statutory decision
    deadline or as extended by waiver. The assigned hearing officer shall inform the Clerk of the Board of the time and
    location of hearing at least 40 days in advance of hearing so that a 30-day public notice of hearing may be published.
    Unless otherwise ordered by the hearing officer, the Agency shall file the record of its review of the CAAPP permit
    application within 30 days after service of the petition. See 35 Ill. Adm. Code 105.102(c)(7).
