    ORDER OF THE BOARD

    This matter comes before the Board on the City of Morris’
    motion to modify the Board’s previous Order of May 19,
    1988.
    More specifically, the City of Morris seeks a two—year extension
    of the date on which
    it is required to submit
    its Amended
    Petition
    in accordance with the original Board Order.
    The City
    asserts
    that
    to submit an amended petition on or before November
    1, 1991
    (the required date) will
    not allow the City sufficient
    time to obtain the representative or valid results of
    its
    construction.
    To support
    this contention,
    the City maintains
    that “one year may be very dry” and that only one year of
    monitoring constitutes
    “a short time frame which may have
    abnormal rainfalls and discharges.”
    The Board finds
    this reasoning
    to be unpersuasive
    in that
    it
    is both premature and speculative.
    Should the City complete its
    construction
    in
    a timely fashion and then confront some
    legitimate monitoring problems, the Board will undoubtedly listen
    to its arguments because they would be ripe.
    Accordingly,
    this
    motion
    is hereby denied and the City of Morris
    is required to
    meet the requirements set forth in the Board’s May 19, 1988
    Order.
