In support of his motion,
respondent claims
that service was defective.
The Agency response did not contest
respondent’s assertion.
After considering both the motion to vacate and the response,
the Board believes that there is just cause to vacate its Default
Order
of
October
18,
1989.
The

is
directed
to
set
this
matter for hearing.
