This case
is now more than
3 years old.
It should have gone
to hearing and been decided
in 1987.
It
is not necessary in
a variance that
the equipment
necessary to bring a facility into compliance be installed and
operating.
An acceptable compliance plan is all that is needed
for action by this Board upon the variance if
requisite hardship
is shown.
This matter has been delayed
Ear too long for no acceptable
reason.
If any further delays occur
this matter should be
dismissed for want of prosecution by the Petitioner.
For these
reasons,
