    This matter is before the Board on petitioner Business and
    Professional People for the Public Interest’s
    (BPI) response to the
    Board’s December 4, 1990 order.
    In that order, the Board accepted
    BPI’s petition
    for rulemaking,
    construed BPI’s request for
    oral
    argument as a request for hearing, and set forth three issues upon
    which
    it desired
    comment.
    On December
    6,
    1990,
    BPI
    filed
    its
    comments
    in
    response
    to the Board’s
    order.
    BPI withdraws
    its
    request
    for
    oral
    argument,
    submits
    responses
    to
    the
    three
    questions,
    and
    asks
    that
    the
    Board
    adopt
    the
    proposed
    rule
    promptly.
    Since BPI has withdrawn its request for oral argument, the
    Board will not,
    at this time, schedule a hearing on this proposal.
    In
    order
    to
    allow
    all
    interested
    parties
    to
    comment
    on
    the
    proposal, however, the Board will establish a comment period.
    In
    addition to the issues raised in
    BPI’s proposal,
    and any other
    issues which cominenters wish to discuss, the Board requests comment
    on three issues:
    1.
    Whether the photocopiers generally used by those appearing
    before the Board are compatible with recycled paper;
    2.
    Whether the scope of the proposal should be expanded to
    include documents filed by organized environmental and trade
    groups,
    whether
    or
    not
    those
    groups
    are
    represented
    by
    attorneys; and
    3.
    What sanctions should be imposed for failure to comply
    with required use of recycled paper.
    All written comments shall be received by the Board no later than
    Friday, January 18, 1991.
    In addition to filing comments with the
    Board,
    copies
    of
    all
    comments shall
    be sent to the
    following,
    pursuant to 35 Ill.Adm.Code 102.320:
