    ORDER OF THE BOARD (by J. Marlin):
    On July 17, 1990, the CITY OF AURORA filed a petition for
    variance extension for its public water supply. Petitioner, in
    Paragraph 25 on page 15, requests that the Board incorporate
    substantial portions of the record of two prior proceedings, R85—
    14 and PCB 85—51, Aurora’s 1985 variance petition. The Board
    will incorporate by reference all prior Board Opinions and Orders
    in these two proceedings, but will not incorporate the records
    themselves. Petitioner may “upon separate written request”
    incorporate portions of the prior records by filing four copies
    with the Clerk, consistent with the procedural rules at 35 Ill.
    Adm. Code 101.106.
    The Board notes that for purposes oE calculation of the
    decision deadline pursuant to Section 38 of the Act, the Board
    will construe the filing off any such request as the filing of an
    amended petition restarting the Board’s 120 day deadline.
