    1991 North Shore Sanitary District filed with
    the Board a filing entitled an “Amended Petition”.
    The Petition
    states that the Petitioner
    filed the Petition “seeking the
    amendment
    of certain regulations”.
    Specifically,
    the Petitioner
    is seeking
    to extend
    a date set forth
    in North Shore Sanitary
    District’s site specific regulation relating
    to phosphorus
    discharges at
    35
    Ill. Mm.
    Code 304.219(c)
    from January
    1,
    1992
    to May
    31,
    1993.
    The Board’s procedural
    rules at
    35
    Ill.
    Adm.
    Code 104 set
    forth the procedures
    to be followed when
    filing for variance from
    an existing rule.
    A review of this amended petition seems
    to
    indicate that the Petitioner
    should more properly
    file a variance
    petition with the Board.
    Therefore,
    the Board will not accept
    the filing
    of this
    Amended Petition.
