hearing was held

in this matter.

At such

time,

the parties offered as an exhibit

a Stipulation and

Proposal for Settlement which had not been signed by all the

parties.

Because the parties anticipated submission of

the fully

executed Stipulation within fourteen days of

the hearing,

the

Hearing Officer made the unsigned Stipulation

a part

of the

Record.

As of this date,

the Board has not received an executed copy

of the Stipulation.

Accordingly,

the Board hereby orders the

parties to file with the Board

the executed Stipulation and

Proposal for Settlement.

The Stipulation and Proposal

for

Settlement must

be received by the Board on or before September

24,

1990 or the Board will set this matter

for hearing

on the

merits.
