On June 14,
 1990,
 the Attorney General filed a complaint
against Respondent on behalf of the People of the State of
Illinois alleging violations of the Environmental Protection Act
and the Board regulations.
 On September 14,
 1990 a hearing was
held at which time the parties stated their
 intent
 to enter
 into
a
 stipulation and settlement agreement.
 The parties agreed to
file an executed stipulation with the Board
 rio
later
 than October
4,
 1990.
 On November
 8,
 1990,
 the Board directed the parties
 to
file a signed and executed stipulation with the Board
 rio
later
than November
 26,
 1990 or this matter would
 be set
 for hearing on
the merits.
 As of this date,
 no such stipulation has been filed.
The Board directs the Hearing Officer
 to set this matter
 for
hearing on the merits,
 and
 to complete all such hearings as
expeditiously as possible but no later than 180 days from the
date of this Order.
