the mandate from the First District.
The
hearing scheduled for September 18,
1990 was cancelled without
explanation.
The Board orders that
a substantive hearing
consistent with the May
10, 1990 Order
be scheduled within the
next 20 days and that all hearings
in this matter be
completed as
expeditiously as possible,
but
in no event later
than 180 days
from the date of this order.
It has been one year since the
return of the court~smandate;
it
is time for this matter
to be
completed.
