This letter is in support ofthe proposed amendments to the Ammonia Nitrogen Standards
35111.
Adm.
Code 302.212, 302.213, and 304.122 (1(02-19).
Since the existing water quality standards do not
considerUSEPA’s 1999 Update ofAmbient Water Quality Criteria for Ammonia, the District feels
strongly that theseamendments should be adoptedto reflect the most recent scientific data and Federal
guidance available.
Ifthey are not adopted, the District would be required to spend an estimated
$11,365,000 to provide additional ammonia removal facilities:~tomeet an-existingoverlyprotective water
quality standard. (Reference: Testimony ofMr. Tim Bacbman presented at theMarch
25,
2002, hearing in
Chicago.)
This unneeded additional cost would result in significant debt retirement that theDistrict would
have to pass on to its users in the form ofincreased user charges.
Ifthe State Revolving Loan Fund were
to be used, this annual debt retirement would be approximately
$765,000.
This would require us to raise
ouruser charges $0.20 per 100 cubic feet ofwater used
—
an increase of
18.5
over the current rate of
$1.08 per 100 cubic feet.
