    The IEPA Recommendation was due at the Board by February
    18,
    1991 but was not filed until March 27,
    1991.
    Thus
    34 days or
    more than a month elapsed after
    it was due.
    The Board has been repeatedly criticized for being slow in
    its decisions.
    How
    is
    it to go faster
    if IEPA delays on filing
    so crucial a document as its Recommendation?
    It is not fair to the Petitioner or to the Board or
    to the
    public which awaits a decision for such a long delay to occur.
