SUPPLEMENTAL STATEMENT (by J.D. Dumelle):
The construction schedule shown on p. 4 of the Opinion shows
river—water—related facilities as being in operation on July 1,
1991. That is less than 8 months from todayts date.
It is likely that any new home or apartment constructed in
Aurora as a result of this variance from restricted status will
not be occupied by July 1, 1991. Thus there will be no risk
beyond that contained in the radium standard itself.
Aurora is to be congratulated for its $36,823,870
expenditure to solve its radium problem. I only wish that other
cities in Illinois could be as cognizant of the health hazards to
their citizens of radium in drinking water.
One cautionary note: even at the standard of 5 pCi/i
combined radium the risk of cancer for a lifetime of ingestion is
l—in—14,300. That is exactly 70 times the usual l—in—l,000,000
risk most standards use.
