    I believe that Special Condition 3 should have been deleted
    from this permit.
    It is difficult to understand how fabrisoil
    can be fairly tested as an alternative to 6 inches of daily soil
    cover
    if its use is prohibited on weekends.
    The Agency arguments on burrowing animals and wind are
    unconvincing.
    Such activity could just as easily occur during
    week nights.
    The experimental use in this instance should be as
    close to actual conditions as possible.
