ORDER OF THE BOARD (by G.T. Girard):
On June 8, 2000, the Board accepted this matter for hearing but directed the petitioners to
retain an attorney to represent at least two of the named petitioners, American Bottom
Conservancy and East St. Louis Community Action Network. The Board allowed the petitioners
30 days to retain an attorney. On July 10, 2000, petitioners filed a motion asking for additional
time to retain an attorney. On July 19, 2000, an attorney filed an appearance for all petitioners.
The Board grants the motion filed on July 10, 2000, and accepts the appearance filed on July 19,
2000.
