ORDER OF THE BOARD
 (by M. Nardulli):
On July 5,
 1991 the Illinois Environmental Protection Agency
(“Agency”)
 filed both the Permit Record and Motion to Consolidate
cases
 in this matter.
 The motion seeks to consolidate National
Steel Corporation’s (“National”) prior permit appeal
 (PCB 90-114)
with the present permit
 appeal
 (PCB 91-105).
 National
 has not
responded to the motion.
The
 Agency
 states
 that
 the two
 permit
 appeals
 should
 be
consolidated
 before
 the
 Board
 because
 the
 issues
 in
 each
 are
identical.
 In
 PCB 90-114
 National appealed certain conditions
imposed in its operating permit.
 While that appeal was pending.,
a new operating permit was applied for and granted with conditions.
National appeals the identical conditions
 in the present appeal
(PCB
 91—105)
 as
 it did
 in the former appeal
 (PCB 90-114).
 The
Agency
 argues
 that consolidation would
 expedite resolution
 and
avoid unnecessary and additional expense.
 We agree.
 The Agency’s
motion
 is therefore granted.
 The matters PCB 90-114 and PCB 91—
105 are consolidated for appeal before the Board.
