    This matter is before the Board on the Illinois Environmental
    Protection
    Agency’s
    (Agency)
    motion
    to
    suspend
    emergency
    rulemaking,
    filed Nay
    2,
    1991.
    On
    May
    3,
    1991,
    the
    Illinois
    Environmental Regulatory Group
    (IERG) filed a response in support
    of the motion.
    On May 13,
    1991, the Agency filed a report on the
    status
    of
    ongoing
    negotiations
    between
    the Agency,
    the United
    States Environmental Protection
    Agency
    (USEPA),
    and
    IERG.
    The
    Agency
    also
    asks
    that
    the
    Board
    delay
    second
    notice
    of
    this
    rulemaking until May 30,
    1991.
    After careful consideration of these motions, the Board grants
    the Agency’s motion to suspend emergency rulemaking.
    The Board
    also grants the Agency’s request
    that we not proceed to second
    notice until after May 30,
    1991.
