On November

29,

1990,

the Illinois Utility Group (“Utility

Group”)

filed an original and nine copies of its regulatory

proposal

in this matter.

Included with its proposal was one copy

of

a report

by Baker/TSA Incorporated entitle Groundwater

Protection Design Guidelines

for the Disposal of Electric Utility

Coal Combustion wastes

in Illinois.

On March 20,

1991,

the

Utility Group filed

a motion asking the Board to waive

its usual

filing requirement

(an original and nine copies) and allow

it to

file only

five additional copies of

the report.

In support of

its motion,

the Utility Group states that

it would be unduly

burdensome

to file nine copies of the report because

it consists

of three volumes and more than 500 pages.

Pursuant to

the Board hereby grants the Utility Groups

motion and waives the filing requirement

of
