    ORDER OF THE BOARD
    (by M. Nardulli):
    On August 19,
    1991 Marathon Oil Company filed a petition for
    amendment to the existing site-specific regulation
    (35 Iii.
    Adm.
    Code 303.323) applicable to its petroleum refinery located near the
    City of Robinson, Crawford County.
    This petition fails to satisfy
    the
    requirements
    for
    proposal
    for
    site—specific
    regulations
    specified
    at
    35
    Ill.
    Adm.
    Code
    102.140
    and
    102.141.
    Notable
    deficiencies include, but are not limited to,
    failure to serve all
    specified persons,
    failure to address issues
    of consistency with
    federal
    law,
    failure
    to propose regulatory
    language drafted
    in
    accordance with
    1 Ill. Adm. Code lOO.Subpart C,
    failure to address
    the
    advisability
    of
    an
    economic
    impact
    study,
    and
    failure
    to
    present
    a
    synopsis
    of
    testimony
    to
    be
    presented
    at
    hearing.
    Petitioner is also referred to 35 Ill. Adm. Code 101.106 which sets
    forth requirements for incorporation of materials from prior Board
    dockets
    (see Petition, p.
    7).
    For the foregoing reasons,
    the
    Board does
    not accept this
    proposal
    for hearing.
    If an
    amended proposal curing the noted
    deficiencies is not filed within 60 days of the date of this Order,
    this matter is subject to dismissal for inadequacy pursuant to 35
    Ill. Adm. Code 102.142.
    Future filings must be correctly captioned
    as indicated above.
